The first people

 Died in the floods 

And they are

 Descendants of Noah 

When he

 Was writing the first five books of the Bible 

Moses

 Was writing about his family 

And when in

 Rome 

Anyway

 It started running constantly

 Was they somebody got a dead body in a tub
