But the next day

 He got loud again and I went up there and knocked on the door loudly 

I'm heavy handed 

She gave me a number

 For dispute resolution 

So

 The other night that person above me was so loud that I called the police non-emergency number because we been thru the cabinet slamming....the extra cabinet slamming and I wanted to know what to do about this harassment

I got the block on lock like this guy 

He moved in with furniture

 Because he  been dragging stuff around for a couple days 

They moved in a person

 To match the noise 

He got a cat upstairs

 I wonder if I can have a pet

So if the building is shaking

 I'm sure it's the guy above me
